Russia has strong incentives to escalate. The battlefield has not delivered the political outcome Moscow sought, while Ukraine is increasingly able to strike military, energy, and strategic targets deep inside Russia. Yet much of the system that makes Ukrainian resistance possible is located beyond Russia\u2019s reach, inside NATO.
